		<description>Lottery winner will not be able to participate in any additional lotteries for the rest of the year.  Lotteries don&#039;t have any affect on the allocation order.  I believe that the weight value for the lottery comes from a teams record over the last year (calendar or season?).  Buzz can correct me if I am wrong.</description>
