FCD has the highest percentage chance to win his services. “Who?” you ask. Kyle Davies is a former US U17 and current US U20 (for whom he is sometimes captain). Out of the U17s he signed with Southampton (passing on UCLA). He’s a defender.

Does the lottery winner move to the bottom of the allocation list? Or does the weighted lottery mean that everyone already passed on using their allocation on him?
Lottery winner will not be able to participate in any additional lotteries for the rest of the year. Lotteries don’t have any affect on the allocation order. I believe that the weight value for the lottery comes from a teams record over the last year (calendar or season?). Buzz can correct me if I am wrong.
Phil is correct. Nothing to do with allocation list. Lottery is for players not worth an allocation.
